How safety is regulated in Saudi Arabia
Unlike Abu Dhabi’s OSHAD framework, Saudi Arabia has no standalone health-and-safety act and no separate OSH regulator. The core obligations are embedded in the Saudi Labor Law (Royal Decree M/51, 2005, amended 2021) and enforced by the Ministry of Human Resources and Social Development (MHRSD) through its labour inspectors. Several layers apply together:
- Saudi Labor Law — the employer’s core duties: a safe workplace, hazard control, free PPE, training in the worker’s language, and welfare facilities.
- MHRSD Ministerial Decisions — detailed requirements covering risk assessment, fire safety, emergency planning, and specific hazards.
- SASO standards & ISO 45001 — Saudi technical standards, including the localised ISO 45001 standard.
- Ministry of Health & Civil Defense — occupational health (medical surveillance, fitness-to-work) sits with MoH; fire safety with Civil Defense.
- Client requirements — major clients such as Saudi Aramco and SABIC impose their own contractor HSE requirements.
The midday work ban: outdoor work in direct sunlight is prohibited from 12:00–3:00 pm between 15 June and 15 September each year — one of the most actively enforced rules in the Kingdom.
Is ISO 45001 mandatory in Saudi Arabia?
